I would not recommend driving a vehicle with the motor turned off.  No engine power means no power assist for brakes and steering. You may get a couple of pumps out of the brakes without the engine running, but give it a try and tell me how stepping on a brick feels like!  

Plus, most power steering systems are not happy campers when the hydraulic pump is not spinning.  Even modern electric steering systems do not power on unless the engine is running.
